Sending scores, validity and the IELTS comparison
The steps to apply page says Duolingo scores are sent online through your Duolingo account, and that English exams must be valid within the last two years. First-time freshmen with three or more years at a US or English-medium high school can be exempt, as can some transfer applicants. The page does not list Duolingo subscores or a teaching assistantship level.

If your Duolingo score is below the level
The same table accepts successful completion of the CSUSB English Language Program in place of a test: Level 3 for undergraduates and Level 4 for graduate and post-graduate applicants.
