How CSUSB handles TOEFL scores
Send official scores directly to CSUSB with school code 4099. The TOEFL iBT Special Home Edition is accepted at the same minimums, but the TOEFL ITP is not. The graduate page says English scores must be valid within the last two years.
For comparison, the steps to apply page sets IELTS Academic at 5.5 for undergraduates, 6.0 for graduates and 7.0 post-graduate, and the graduate page asks 6.5 for the MBA, MPA and MSA.

Completing the CSUSB English Language Program meets the requirement: level 3 for undergraduates and level 4 for graduate and post-graduate applicants, according to the steps to apply page.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your CSUSB programme page and in your offer letter, so check it there before you book a test.
