Test rules at FU Berlin
The language requirements page says the selection commission of each programme decides which level is required. The Economic Systems page accepts the TOEFL iBT Special Home Edition, and the North American Studies page accepts test certificates up to three years old. No ETS institution code or MyBest policy is given.
On the C1 list of the same language requirements page, IELTS General or Academic needs 7.0 and PTE Academic needs 76.

If your TOEFL score falls short
The pages describe no conditional offer for English. The language requirements page lists other accepted proofs, such as a university degree taught in English or a Cambridge C1 Advanced score of at least 180, which may suit applicants below the TOEFL level.
