How HU Berlin sets English requirements
HU's page on requirements for postgraduate programmes says the English level and accepted certificates for each English-taught master's are set in that programme's ZZR. If your school or university qualifications are not German, you apply via uni-assist, as HU's application overview explains. Uni-assist can verify IELTS, TOEFL and Cambridge results online.

The Economics and Business Administration ZZR also accept a degree with fewer English-taught credits if English at B2 was an admission requirement for that degree. The regulations do not limit this route to particular countries. Native speakers can qualify with official documents showing English as their first language and at least eight of their first twelve years in a country where English is an official language.
International Dispute Resolution waives the certificate for native speakers on the same eight-of-twelve-years rule, and for holders of an English-language high school diploma or undergraduate degree. HU's pages we read do not state how old a certificate may be.
