The minimum: Competent English at the time of invitation
The subclass 189 page, the subclass 190 page and the subclass 491 main applicant page all say the same thing: at the time of invitation, you must have at least competent English. Competent English is the entry ticket and earns 0 points.
Home Affairs sets its English levels per skill, not as one overall score. Since 7 August 2025 the approved tests are Cambridge C1 Advanced, CELPIP General, IELTS Academic and General Training (including One Skill Retake), LanguageCert Academic, the Michigan English Test (including Single Section Retake), OET, PTE Academic and TOEFL iBT. The test must be taken at a secure test centre; at-home versions such as IELTS Online are not accepted (English language requirements).

The 189 points table awards 0 points for Competent English, 10 for Proficient and 20 for Superior. The 190 and 491 pages send you to the department's points calculator. Each level page says the score must be achieved in the 3 years before your visa application, depending on the visa subclass.
Tests taken on or before 6 August 2025 use the old tables and may be used until 6 August 2028, inclusive, depending on the visa. The old minimums were IELTS 6 / 7 / 8 in each skill and PTE Academic 50 / 65 / 79 in each skill for Competent / Proficient / Superior. Passport exemptions and your partner's English
A citizen holding a valid passport from Canada, New Zealand, the Republic of Ireland, the United Kingdom or the United States meets Competent English without a test (Competent English). The Proficient and Superior pages list only test scores, so a passport alone does not earn the 10 or 20 points.
Your partner's English also counts. The 189 points table gives 10 points if your partner applies with you, is under 45, has competent English and a suitable skills assessment in an occupation on the same list, or 5 points if your partner applies with you and has competent English. Any family member aged 18 or over who does not have functional English means a second instalment charge: AUD4,885 on the 189 and 190 pages, AUD4,890 on the 491 page. See our Functional English guide.

Is PTE accepted for the 189, 190 and 491 visas?+
Yes. For tests from 7 August 2025, Competent is PTE Academic 47 / 48 / 51 / 54, Proficient 58 / 59 / 69 / 76 and Superior 69 / 70 / 85 / 88 (listening / reading / writing / speaking).
How many points for Proficient English?+
10 points. Superior English gives 20 and Competent gives 0, per the Home Affairs 189 points table.
How long is the result valid?+
Home Affairs accepts scores achieved in the 3 years before the visa application, depending on the subclass. Results from tests on or before 6 August 2025 can be used until 6 August 2028 at the latest.
Is a passport holder from the UK exempt?+
UK, Irish, US, Canadian and New Zealand passport holders meet Competent English without a test. To claim 10 or 20 points for English they still need a test score.
