Language rules by regulator

| Body | Is a language test required? | Minimum if a test is assigned |
|---|---|---|
| Engineers Canada (national, issues no licences) | Applicants must show they can work in English or French; regulators decide how | Not applicable |
| Professional Engineers Ontario (PEO) | No explicit language requirement; a reasonable proficiency in written and spoken English is needed during licensing | Not applicable |
| Engineers and Geoscientists BC (EGBC) | Only if assigned after the competency assessment | IELTS Academic 7.0, CAEL Online 70, or Duolingo English Test 130-135 |
How EGBC decides who takes a test
EGBC rates your oral, written and reading communication competencies in its Competency Assessment System. If all are at level 3.0 or above and your work environment's primary language was English, you meet the requirement without testing.
If your competencies are at 3.0 or above but both your work and degree were in another language, or a competency is below 3.0, the Credentials Committee assigns a test. Where it assigns Duolingo you may take CAEL Online or IELTS Academic instead; where it assigns CAEL Online or IELTS Academic, Duolingo cannot be used. Engineers already registered in good standing in another Canadian jurisdiction may be accepted without further examination.
EGBC states the IELTS level as 7.0; separate minimums for each skill, a validity period and One Skill Retake rules are not stated by EGBC.

PEO lists two ways to demonstrate language proficiency: success on a licensing exam or assessment, and education in English or French. Its application materials are available in English only.
Other provincial regulators set their own rules, which we have not verified here. A licence is also separate from immigration, where IRCC sets its own language test rules. Regulators change these rules, sometimes at short notice. Confirm the current scores on the EGBC page before you book a test.
