Visa English requirements

Can you get ILR without B1 English after 15 years in the UK?

Yes, on some family routes. Appendix English Language exempts a partner, parent or dependent child over 18 who has spent 15 continuous years in the UK with permission, holds an A2 speaking and listening qualification, and has a qualified English teacher's letter. The letter must confirm 75 guided learning hours in the past 12 months and that B1 is unlikely through further study.

The conditions

From Appendix English Language EL 1.1(d). Appendix KoLL 3.2 has a matching rule for routes it still covers, and anyone exempt under EL 1.1(d) is also exempt from the Life in the UK test (Appendix KOL UK KOL 1.1(d)).

The teacher's letter

Appendix KoLL 4.14 says the letter must be signed and dated no more than 3 months before the ILR application and give your name, the 75 hours of class taught by that teacher, the teacher's assessment that you are not at the required level and unlikely to reach it, and the teacher's qualifications.

Guided learning hours mean time being taught; unsupervised preparation or study does not count. A qualified teacher holds a TEFL or ESOL teaching qualification from a body regulated by Ofqual, the Welsh Government, CCEA or the SQA.

Who cannot use it

KoLL 3.2(d) excludes nationals of the majority English-speaking countries, who already meet the English part by nationality. For citizenship there is no 15-year route: the Form AN guidance says long residence is not a reason for exemption.

Frequently asked questions

Do I still need the Life in the UK test with this exemption?+

Not on routes under Appendix KOL UK: KOL 1.1(d) exempts applicants who are exempt under EL 1.1(d).

Can I use online self-study hours?+

No. The rules say guided learning hours exclude unsupervised preparation or study time.

Which A2 tests count?+

An approved A2 speaking and listening SELT, such as IELTS Life Skills A2 or PTE Home A2, or ESOL Entry Level 2 or SCQF level 3.

Will this help me become a British citizen later?+

No. Form AN guidance says those exempted at ILR must meet the requirement before naturalising, unless exempt by age or a physical or mental condition.
