ITU TOEFL minimums
From ITU's English B-level admission page, which applies to all its master's programmes.

Test rules at ITU
ITU's TOEFL code is 9015, with department code 99; you need it when you sign up for the test. Results more than two years old on 1 March are not considered.
On the same page, the IELTS Academic minimum is 6.5, including the online and UKVI versions, and IELTS One Skill Retake is not accepted.

If your TOEFL score falls short
You can apply before you have a test result by uploading proof that you are booked for the test. Applicants who are not EU/EEA citizens must upload the result no later than three weeks after the application deadline; otherwise it is due no later than one month before the study start. If the result does not meet the requirement, the admission is annulled.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your ITU programme page and in your offer letter, so check it there before you book a test.
