Liberty IELTS levels
From the Global Liberty admission process page, the international graduate admissions page and the international F-2 admissions page, which lists the School of Aeronautics column.

PTE and other routes
The graduate page says PTE with a score of 55 has been added as an accepted TOEFL alternative for graduate students. The Global Liberty page notes that the School of Aeronautics requires Duolingo 105 and TOEFL Essentials 8.5 for all undergraduate and graduate programmes.
The F-2 page also lists completing LCI Level 6 or ELS Level 109 for undergraduates (Level 7 and Level 112 for aeronautics). The TOEFL institutional code is 5385.

Requirements vary by programme and change between admission cycles. The score that binds you is the one on your Liberty programme page and in your admission letter, so check it there before you book a test.
Minimum vs competitive score
Where Liberty University publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
