The English rule
Appendix Long Residence LR 13.1 sets the level by date of application and LR 13.2 says it is met as set out in Appendix English Language. LR 14.1 adds the Life in the UK requirement under Appendix KOL UK.
| Date of application | English for Long Residence ILR |
|---|---|
| Before 26 March 2027 | B1 speaking and listening |
| On or after 26 March 2027 | B2 speaking and listening |
| Qualifying period | 10 years lawfully in the UK |
If you cannot meet English yet
Appendix Long Residence says a person may apply for immediate settlement if they meet all the requirements, or for temporary permission to stay if they meet the suitability, qualifying period and continuous residence requirements but not the English language or Life in the UK requirements.
Gov.uk's English page also says that if you are already in the UK you may be able to extend your permission to stay so that you can prove your English.

Ways to meet it
Appendix English Language EL 2.4(r) lists Long Residence settlement among routes where a UK GCSE or A level in English counts, alongside an approved SELT, a degree taught in English and majority English-speaking nationality. The 65-and-over, under-18 and disability exemptions in EL 1.1 also apply.
