From MSOE's international undergraduate requirements and international graduate requirements.

How MSOE handles Duolingo scores
Both pages ask for official test results. Graduate applicants who earned a degree in the United States, or who are citizens of a country where English is the only official language, can meet the requirement that way instead.
Neither page states a Duolingo validity period or an assistantship rule. The graduate page accepts TOEFL, IELTS or Duolingo; PTE is listed only for undergraduates.
For comparison, the undergraduate page asks IELTS 6.5 with no band below 6.0, and the graduate page asks IELTS 7.0 with no band below 6.5.

If your Duolingo score is below MSOE's level
The undergraduate figures are given "for full admission", but neither page describes conditional admission or an English pathway.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your MSOE programme page and in your offer letter, so check it there before you book a test.
