Why the minimum is per skill
Each minimum applies to every skill separately. A high overall PTE Core score does not help if one skill falls below the programme's level, because IRCC converts each skill into its own CLB.
Below CLB 4 a skill earns no CRS points at all; CLB 4 and 5 each earn 6 per skill (CRS criteria).

Minimum versus competitive
Meeting the minimum makes you eligible. Express Entry invitations depend on your CRS rank, and language is the factor most candidates can still raise. Check what each extra CLB level is worth in PTE Core CRS points.

Frequently asked questions
What is the passing score for PTE Core?+
There is none. Pearson reports scores from 10 to 90, and each IRCC programme sets its own CLB level.
Is CLB 4 enough for Express Entry?+
Only in reading and writing for Federal Skilled Trades, which also needs CLB 5 in speaking and listening.
What PTE Core score is CLB 4?+
Reading 33, writing 41, listening 28 and speaking 42 at the minimum.
Can I get PR with CLB 5?+
Some routes accept it, such as CEC for TEER 2 or 3 work and AIP for TEER 0 to 3 job offers.
