ELS and exemptions
At both levels, completing ELS Language Services at Level 112 can be accepted in place of a test. The undergraduate catalog says conditional acceptance may be issued to students who prove English this way.
Students who completed the equivalent of a bachelor's or master's degree at an accredited institution in a native English-speaking country may be exempt. Undergraduate transfers with at least 24 transferable US credits, including three English courses at 100 level or higher, can have the requirement waived.

Programme exceptions
The graduate catalog says exceptions may be made on the recommendation of the graduate programme director, with approval from the Provost's Office, and you must still meet regular admission standards.

Minimum vs competitive score
Where Monmouth University publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
