NJIT's TOEFL rules
A test is required of all undergraduate applicants whose first language is not English, unless their degree is from an institution in an exempt country. Graduate applicants need a qualifying test score or an approved waiver, and scores are valid for two years from the test date.
For comparison, the undergraduate page sets IELTS at 6.0 and the graduate page sets IELTS Academic at 6.5.

If your TOEFL score is below NJIT's level
Neither page offers conditional admission. Graduate applicants with a bachelor's degree, associate degree or high school diploma earned in person at a US institution do not need a test score, but online programmes do not qualify.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your NJIT programme page and in your offer letter, so check it there before you book a test.
