Rutgers' TOEFL rules
Rutgers accepts the internet-based test and the Home Edition, and its TOEFL code is 2765. Graduate scores must come from tests taken within two years of the start of the semester you apply for and reach Rutgers directly from ETS; self-sent scores are unofficial.
For comparison, undergraduate IELTS is 6.5 at New Brunswick and Newark and 6.0 at Camden, and the graduate page sets an overall IELTS of 7.

If your TOEFL score is below Rutgers' level
Neither page offers conditional admission. Language-intensive graduate programmes may ask for more, such as interviews, and graduate applicants whose whole degree was taught in English may be able to have the test waived with documented proof.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Rutgers programme page and in your offer letter, so check it there before you book a test.
