Sending scores and the IELTS comparison
The undergraduate page says first-year and transfer applicants can email unofficial copies of current Duolingo, TOEFL, IELTS or PTE reports to international@oakland.edu. The proficiency policy tells graduate applicants to check their programme description for higher requirements.
The pages read do not give a Duolingo validity period or a teaching assistant level.

The proficiency policy also accepts completion of three level 7 courses with at least a B- in Oakland's ESL Institute, or completion of the ELS Level 112 intensive programme, and lists 24 transferable non-ESL credits or a US degree as other routes.
