Who needs a test
The undergraduate checklist asks for proof of English only if English is not your country's official language. It lists no band minimums and no PTE score.
For graduate theology, TOEFL scores cannot be more than two years old and must come directly from ETS (code 6552). If your university taught in English, the theology school also lets you choose between the GRE and the Miller Analogies Test as part of admission.

Graduate programmes outside theology, such as business and education, publish their own requirements, so check your school's page. Neither page describes conditional admission.
Requirements vary by programme and change between admission cycles. The score that binds you is the one on your ORU programme page and in your admission letter, so check it there before you book a test.
Minimum vs competitive score
Where Oral Roberts University publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
