The first official language is worth up to 24 points (6 per skill) and a second official language up to 4, for a language factor of 28. IRCC says that if you score 67 points or higher overall you may qualify (FSW page).

So CLB 7 across the board gives 16 language points, CLB 8 gives 20 and CLB 9 gives 24. The other factors are education, work experience, age, arranged employment and adaptability.

Under adaptability, IRCC gives 5 points if your spouse or common-law partner has CLB 4 or higher in all four skills in English or French; adaptability is capped at 10 points in total (FSW page). On PTE Core, CLB 4 starts at reading 33, writing 41, listening 28 and speaking 42.
