RCIP language minimum, in PTE Core scores
From IRCC's RCIP language test page. It lists CELPIP-General, IELTS General Training and PTE Core as the English tests.

About the pilot
IRCC's Rural Community Immigration Pilot page lists the pilot as open and says it chose 14 participating communities. You need a job offer from an employer in one of them, and the TEER of that offer sets your language level.
The results must be less than two years old when you apply (RCIP language page). Pearson says PTE Core results usually arrive within two business days and can take up to five (Pearson).
