Test rules and exemptions
Results may not be older than two years and must come from a test centre; online and home editions are not accepted, and TOEFL "MyBest Scores" are not accepted. PTE and Duolingo are not on the lists.
Bachelor's applicants may be exempt if their previous education was taught entirely in English or their diploma is on the university's EU secondary diploma list. For master's, you are exempt only with an NVAO-accredited degree or a degree taught entirely in English from Australia, Canada (except French-speaking regions), Ireland, New Zealand, the UK or the USA, so most applicants from South Asia and Africa will need a test.

Interviews and the pre-master
Master's applicants who miss a subscore can qualify for an additional interview instead. Non-EU applicants to the bachelor's who need a study visa take an online intake interview. Applicants who do not meet the master's entry rules can take the Pre-master programme first.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Rotterdam UAS programme page and in your offer, so check it there before you book a test.
Minimum vs competitive score
Where Rotterdam University of Applied Sciences publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
