Test rules and how to send your score
When you order score reports, select San Francisco State University from Pearson's list of institutions. The business page says TOEFL, IELTS and PTE Academic scores are valid for two years from the test date and expired scores are not considered. The page does not mention PTE Academic Online or PTE Core. Graduate Studies notes that some programmes do not accept IELTS, PTE or Duolingo in place of TOEFL.
IELTS is 6.5 overall on the same graduate pages, so PTE 59 is the graduate equivalent of IELTS 6.5.

If you fall short
The Division of Graduate Studies says it does not offer conditional admission to applicants below the English minimum. The requirement is waived if you earned a US bachelor's or master's degree. For undergraduates, the bulletin points applicants without the TOEFL or IELTS minimum to the American Language Institute.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your SF State programme page and in your offer letter, so check it there before you book a test.
