Sheffield Hallam's Duolingo rules
The tables apply to degree level and above. For courses at NFQ level 5 and below, the page says you must prove your English with a UKVI-approved Secure English Language Test (SELT), so Duolingo does not apply there.

If your Duolingo score is short
For direct applicants who do not yet meet the requirement, Sheffield Hallam recognises the Oxford International Digital Institute online pre-sessional English course. Sheffield Hallam also offers English language support before, during and after your studies.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Sheffield Hallam programme page and in your offer letter, so check it there before you book a test.
