Test rules and the IELTS level
The undergraduate page says that when you submit an English test score, the SAT or ACT is optional unless your programme needs it. The graduate page refers you to each school's programme requirements and gives no Duolingo minimum, validity period or assistantship rule.
On the same undergraduate page, IELTS is 6.5 for Direct Admission and 6 for ELITE Admission.

If your Duolingo score is short
Transfer applicants who want to be reviewed for conditional admission do not need to submit an English test score, the undergraduate page says. For graduate study, conditional admission requires completing Level 10 of The Language Connection's English Language Institute, and almost all graduate programmes take part.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your St. John's programme page and in your offer letter, so check it there before you book a test.
