Test rules and comparison with IELTS
Both pages call the figures "preferred scores". The page does not mention PTE Academic Online or PTE Core, a validity period or a Pearson code.
IELTS on both pages is band 6.5, TOEFL iBT 4 and Duolingo 100, so PTE 55 is Cortland's PTE equivalent of IELTS 6.5.

If you fall short
Cortland has no English Language Institute. The graduate page may consider a US degree or study at a US English Language Institute case by case. The undergraduate page may consider a set level at a US English institute or two 100-level English courses at a college.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your SUNY Cortland programme page and in your offer letter, so check it there before you book a test.
