If your PTE score falls short
An exemption applies only if both your secondary and higher education were entirely in English in one of the countries TH Köln lists. The pages do not describe a pre-sessional course with a PTE entry score.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your TH Köln programme page and in your offer letter, so check it there before you book a test.
