TUHH TOEFL test rules
TUHH's institution code is 8165, and a department code is not required. It accepts only the internet-based, paper-based and revised paper-delivered TOEFL; the TOEFL ITP and TOEFL Essentials are not accepted. International programme applicants must submit valid proof by the application deadline, and the documents page says the proof is compulsory even if English is an official language in your home country, unless you meet one of its listed exemptions.
For comparison, the same page asks for IELTS Academic 6.5.

If your TOEFL score is below TUHH's level
Graduates of another TUHH bachelor's programme can prove English by completing the TUHH C1.2 English course. For everyone else, TUHH says only the listed certificates are accepted, without exceptions, and enrolment will be refused without one.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your TUHH programme page and in your offer letter, so check it there before you book a test.
