Utah TOEFL minimums by level
From the Office of Admissions English proficiency page, Electrical and Computer Engineering graduate admissions and Linguistics graduate admissions.

If your TOEFL score is below Utah's level
The admissions page does not describe conditional admission. Completing the University of Utah's English Language Institute Level 8 courses with a B or better counts as an English proficiency waiver for undergraduate admission only. Electrical and Computer Engineering notes that international students who want teaching assistantships must also meet spoken English proficiency requirements and complete extra training.
