PGWP English Requirements: IELTS General and PTE Core Test Planning

Planning a Canadian post-graduation work permit application? Identify your programme category before choosing an English-test target. For applications under the current language rules, university graduates generally need CLB 7 in every skill, while college, polytechnic and other non-university graduates generally need CLB 5. Your admission test result should not be assumed to satisfy the PGWP requirement.

This planning guide was checked against IRCC sources on 17 September 2026. It helps you organise language preparation; a language result alone does not establish eligibility for a work permit.

Which language target applies?

• Bachelor's, master's or doctoral degree: CLB 7 in all four English skills, or NCLC 7 in French.
• Other university programme: CLB 7 in all four English skills, or NCLC 7 in French.
• College, polytechnic or other non-university programme: CLB 5 in all four English skills, or NCLC 5 in French.

These requirements apply to PGWP applications submitted on or after 1 November 2024, with an exception for graduates of PGWP-eligible flight schools. IELTS General Training and PTE Core: minimum skill scores

Two English options listed in IRCC's PGWP language tables are IELTS General Training and PTE Core. The same page lists CELPIP-General and French tests. For the two options below, compare each skill individually:

• IELTS General, CLB 5: Listening 5, Reading 4, Writing 5, Speaking 5.
• IELTS General, CLB 7: Listening 6, Reading 6, Writing 6, Speaking 6.
• PTE Core, CLB 5: Listening 39, Reading 42, Writing 51, Speaking 51.
• PTE Core, CLB 7: Listening 60, Reading 60, Writing 69, Speaking 68.

These are minimum scores for reaching each listed level, rather than score ranges. Do not substitute IELTS Academic for General Training, or PTE Academic for Core, when using these tables.

A practical planning worksheet

Make one page containing the following entries. Keeping the administrative and preparation questions together helps you spot a missing decision before you pay for a test.

1. My programme category: copy the qualification type from your institution's records, then match it to the official eligibility page.
2. My required language level: record the level and the official source you checked, with the date.
3. My chosen test version: write the full name, including “General Training” or “Core” where applicable.
4. My four targets: keep separate boxes for Listening, Reading, Writing and Speaking. Do not replace them with one overall average.
5. My preparation evidence: record recent practice outcomes, repeated errors and the skill that needs the most attention. Label practice estimates clearly.
6. My application timing: check the current application deadline, result-validity requirements and required documents directly with IRCC before setting your booking date.
7. My practical booking checks: confirm identification requirements, available appointments, current fees and the provider's result-delivery information.

Example: a student who needs CLB 7

Suppose a learner has confirmed that their programme category requires CLB 7. They choose PTE Core and have an official result of Listening 64, Reading 65, Writing 67 and Speaking 70. Comparing each number with the thresholds above identifies Writing as the gap: 67 is below the CLB 7 Writing threshold of 69. Averaging the four scores would hide the problem.

Our suggested preparation response is to inspect the learner's writing errors before choosing more exercises. Are requests incomplete in emails? Are summaries missing the main point? Are sentence boundaries unclear? Each problem needs a different practice focus. This fictional example illustrates planning, not an assessment of a real applicant.

Choose a first practice session

If you chose PTE Core: try an email prompt with a timer and feedback. Then compare how different audiences change the response in our explained email examples. A short practice result is not a substitute for an official four-skill test result.

If you chose IELTS General Training: attempt a cue card with Claire and replay your recording. Listen for whether you explained your main idea with a specific example. Before you submit the application

Return to the official requirements rather than relying on an old checklist or this page's publication date. Confirm your programme, the applicable language requirement and the documentary evidence together. IRCC's PGWP document instructions explain that required language proof must still be submitted even when the online checklist labels it optional.

Keep your booking confirmation, official results and source checklist organised separately from informal practice feedback. That makes your preparation useful without confusing a learning tool with an immigration document.
