Graduate: IELTS 6.5, and no Letters of Instruction
CU Denver does not accept Letters of Instruction from schools as proof. Instead you can use a test, citizenship of a listed country (Australia, Canada, Ireland, Malta, New Zealand, the UK and several Caribbean nations, based on the UK student visa list; India is not on it), a US bachelor's degree, 12 or more credit hours in a US master's or doctoral program with a 3.0 GPA, or Level 5 at CU Denver's ESL Academy. Primary holders of an employment-based US visa such as H-1B who have lived in the US for a year are exempt. See graduate admission.
Some graduate programs will consider conditional admission if you apply without adequate proof of English, and some require higher scores than the university minimum. TOEFL goes to code 4875; for IELTS, PTE and Duolingo, choose "University of Colorado Denver". How long scores stay valid is not stated by CU Denver.

Undergraduate applicants (except Nursing) need the same IELTS 6.5, TOEFL 79, PTE 58 or Duolingo 105 and will be considered for conditional admission if they apply without adequate proof. A high school diploma from the US or a listed country also counts, as does a credential from an English-medium education system that International Admissions recognizes; which systems qualify is not stated in the catalog.
