What IELTS score do you need for Howard University?

The Graduate School says TOEFL and IELTS are the only standard measures of English it accepts. The minimums are TOEFL iBT 90 (233 computer-based) or IELTS 6.5 overall with no band below 6.0; these are floors, and your program can set higher scores. You are exempt with a bachelor's or higher from a regionally accredited US institution, or from a foreign university where English is the language of instruction and the official language of the country. Howard's country list includes the UK, Ireland, Canada except Quebec, Australia, New Zealand, Nigeria, Ghana, Singapore, Pakistan and Sri Lanka. India is not on it.

The FAQ on the same page goes further, saying Howard will waive the test for applicants who attended a foreign university that offered instruction in English, with the Office of Admissions reviewing and approving each request. First-year applicants whose native language is not English need TOEFL iBT 90, or IELTS 6.5 instead; only these two tests are accepted.
