Queensland's English requirement by stream
Each stream page sets the same English line: have at least competent English according to the Home Affairs definition. Queensland publishes no points scale of its own, but it lists the factors it uses to select candidates beyond the minimums.
| Stream | Visas | English minimum | Other minimums (summary) |
|---|---|---|---|
| Skilled workers living in Queensland | 190 and 491 | Competent | 65 points; 9 months living and working in Queensland (190) or 6 months in regional Queensland (491) |
| Skilled workers living offshore | 190 and 491 | Competent | 65 points; occupation on the Queensland Offshore Skills List; 1 year of skilled experience |
| Building and construction workers | 190 (491 if needed) | Competent | 65 points; 3 months living and working in Queensland |
| Queensland university graduates | 190 and 491 | Competent | 65 points; Queensland bachelor, master's or PhD completed after 1 July 2021 |
| Small business owners in regional Queensland | 491 only | Competent | Business rules and dates on the stream page |
How Queensland uses English when it selects
For onshore skilled workers, the stream page lists skills and qualifications, work experience, salary and job stability, location of employment, age, English competency, and your partner's skills and English. The offshore and graduate pages list skills and qualifications, work experience, age, English competency and partner's skills. A higher English level also adds 10 or 20 points on the Home Affairs test.

Competent, Proficient and Superior English in IELTS and PTE
Home Affairs sets each level per skill, not as one overall score, and a state can only use these levels. Sources: Competent, Proficient and Superior English pages. On the 190 and 491 points tests Competent earns 0 points, Proficient 10 and Superior 20. A citizen holding a valid passport from Canada, New Zealand, the Republic of Ireland, the United Kingdom or the United States meets Competent English without a test, but needs a test score to claim Proficient or Superior.
Queensland nomination adds 5 points on the 190 points table or 15 on the 491 points table, and those points count towards the 65 minimum. If you only have a PTE score, our PTE to IELTS converter maps it to bands.

Queensland programme status (read 14 October 2026)
The how to register your interest page said Registrations of Interest for the 2025-26 State Nominated Migration Program are closed because all nomination places for the year were filled, and that Migration Queensland is awaiting Australian Government advice on future settings, including allocations. Invited applicants who have already applied will be finalised once new places are allocated.
Queensland asks for a new ROI every programme year, and you must meet every minimum when you submit it. The small business owner page says owners of eligible businesses started or bought before 19 September 2025 may submit an ROI when the 2026-27 programme opens.
State programmes change between and during programme years, often at short notice. Check the Migration Queensland registration page before you book a test or lodge an Expression of Interest. This guide restates official pages read on 14 October 2026; it is not migration advice.
