Graduate: IELTS 6.5 or provisional admission
The catalog lets graduate applicants meet the requirement with any one of TOEFL, IELTS, the MSU English Language Test, PTE Academic or MSU's Certificate of English Language Proficiency; Duolingo is not among them. Many programs set higher minimums. MSU's online engineering master's programs list Duolingo 110, but they are fully online and MSU cannot issue student visas for them (online engineering).
Provisionally admitted students take the MSU English Language Test on arrival, must take English Language Center classes with limits on academic courses, and must correct the deficiency within one calendar year. A qualifying score sent before enrollment converts the admission to regular. See the Graduate School page.

Citizens of listed English-speaking countries such as Australia, Canada (except Quebec), Ghana, Ireland, Nigeria, South Africa and the UK usually need no proof, provided their institution taught in English; India is not on the list. Automatic waivers cover a bachelor's earned in the US or another English-speaking country, an MSU bachelor's, or a master's from an AAU member institution on a US campus. Departments can request non-automatic waivers.
Undergraduates can use TOEFL (Home Edition included, MyBest not accepted), IELTS or IELTS Indicator 6.5, Duolingo 110, PTE 53, SAT reading and writing 510 with a 1110 composite, ACT English 18 with a 23 composite, or AP English Language 4. Three years of full-time US high school with a 3.0 GPA also qualifies. Provisionally admitted undergraduates take the MSUELT on arrival. See English language proficiency.
Student visa and next steps
The US F-1 student visa sets no English test score of its own. What counts is the requirement Michigan State sets for admission, which leads to your Form I-20. For the wider picture of studying in the US with each test, see IELTS for the USA and PTE for the USA.
Requirements change between admission cycles. Check the MSU Graduate School English language competency page again before you book a test, and check your own program page, which can set a higher bar.
