What IELTS score do you need for Penn State?

All international applicants show proficiency through TOEFL, IELTS, a degree from a listed country, or Penn State's Intensive English Communication Program certification; the FAQ says applicants submit TOEFL iBT or IELTS Academic. With provisional scores (IELTS 6.0, or TOEFL just below the bar), you must earn a B or higher in assigned English courses, ESL 114G or 116G, in your first semester.

The exemption covers a bachelor's or graduate degree from a listed country such as Australia, Canada (except Quebec), Ghana, Kenya, Nigeria, Singapore, South Africa or the UK. India is not on the list. Programs may ask the Graduate School for exceptions, which may or may not be granted. See the exempt-country procedure.

International first-year and transfer students can use Duolingo 120, TOEFL 4.5 (80 before 21 January 2026), IELTS 6.5, SAT Evidence-Based Reading and Writing 570, ACT English 24, GCSE or GCE English at A to C, IB English A 5, four years at a US high school or IECP certification. TOEFL, IELTS and Duolingo scores must be under two years old, and TOEFL MyBest is not accepted. See international requirements.
