CEC language minimum by TEER, in PTE Core scores
IRCC's who can apply page says the Canadian Experience Class is the only Express Entry programme where the language minimum depends on TEER level. PTE Core ranges are from IRCC's language test page.
| Your job's TEER | Minimum | Reading | Writing | Listening | Speaking |
|---|---|---|---|---|---|
| TEER 0 or 1 | CLB 7 | 60 | 69 | 60 | 68 |
| TEER 2 or 3 | CLB 5 | 42 | 51 | 39 | 51 |
Other CEC rules that affect the test
The Canadian Experience Class page asks for at least one year (1,560 hours) of paid, authorised skilled work in Canada in the three years before you apply, in TEER 0, 1, 2 or 3. You must meet the language minimum in all four abilities.
IRCC also says Language Instruction for Newcomers to Canada (LINC) centres are not approved testing agencies, so a LINC certificate does not replace PTE Core (language test page).
Being from an English-speaking country does not exempt you. IRCC's help centre says everyone takes a third-party test, including people whose first language is English.

TEER 2 or 3 workers: CLB 5 is only the entry point
CLB 5 makes a TEER 2 or 3 worker eligible, but CRS points per skill jump from 6 at CLB 5 to 17 at CLB 7 for a single applicant (CRS criteria). See PTE Core CRS points.
IRCC changes programme rules and score tables from time to time. Check the linked canada.ca page before you book a test or apply. This guide is general information, not immigration advice.
