The pilots' language minimum in PTE Core scores
From IRCC's Home Care Worker Immigration Pilots language page, which lists CELPIP-General, IELTS General Training and PTE Core and says you need to take the PTE Core test.

Status of the pilots
The page is titled "Closed: Immigrate through the Home Care Worker Immigration pilots" (IRCC). Until IRCC reopens them, a new PTE Core result will not support an application under these pilots.
Caregivers with skilled Canadian work may still qualify through other routes, which have their own language levels: see PTE Core for the Canadian Experience Class.

CLB 4 is the lowest level any of IRCC's permanent residence routes in our guides asks for. The same CLB 4 scores appear for TEER 4 jobs in the Atlantic Immigration Program and TEER 4 or 5 jobs in the Rural Community Immigration Pilot.
