Test rules and how to send your score
Submit the certificate with your application; the page says applications without proof of C1 English are rejected and that points below the minimum cannot be considered. English certificates may be up to five years old. The page does not mention PTE Academic Online or PTE Core.
On the same list, IELTS Academic needs 7.0 and TOEFL iBT 95 (5 on the new scale), so PTE 76 is the PTE route to Graz's C1 bar.

If you fall short
Other accepted proofs include Cambridge CAE (180 or grade C) or CPE, telc C1, an Austrian Vorstudienlehrgang course at C1, a school-leaving certificate taught in English from listed countries, or a completed degree taught in English confirmed in the Diploma Supplement.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Graz programme page and in your offer letter, so check it there before you book a test.
