Graduate: IELTS 6.5, and the English-medium exemption
UNL's policy asks for one of three tests: TOEFL, IELTS Academic (General Training is not accepted) or Duolingo, valid for two years. Non-native speakers with a bachelor's or higher from a university where English is the official language of instruction are exempt; UNL publishes no country list and does not say how to document this. The English PhD asks for TOEFL 100 or IELTS 6.5. See English proficiency.
Your admission letter states whether you must take ENGL 887, a three-credit writing course that counts toward your plan of study. It applies with IELTS Writing or overall below 7.0, TOEFL Writing below 25 or total below 100 (Writing below 5 or total below 5.5 on the new scale), or Duolingo Writing below 145. UNL's "Conditional Graduate Admission" relates to unofficial transcripts, not English scores.

Undergraduates need TOEFL 79 or 4.0, IELTS 6.5 with 6.0 bands, Duolingo 110 with 105 subscores, ACT English 20, SAT Reading and Writing 520 or the UNL English Language Test 80. Journalism asks for IELTS 7.0 or TOEFL 100, Engineering for TOEFL 80, and Architecture and Education and Human Sciences for Duolingo 120. Waivers are limited to a US high school diploma or 30 US college credit hours. Applicants who fall short are admitted conditionally into the Intensive English Program. See undergraduate requirements.
Student visa and next steps
The US F-1 student visa sets no English test score of its own. What counts is the requirement the University of Nebraska–Lincoln sets for admission, which leads to your Form I-20. For the wider picture of studying in the US with each test, see IELTS for the USA and PTE for the USA.
Requirements change between admission cycles. Check the UNL Graduate Studies English proficiency page again before you book a test, and check your own program page, which can set a higher bar.
