Graduate: IELTS 6.5 and the Bridge Master's
The Graduate School accepts TOEFL iBT 80 or 4.5 on the new TOEFL, TOEFL Essentials 8.5, IELTS 6.5, PTE Academic 59 and Duolingo 120, sent directly by the testing agency. Scores below the minimums are grounds for inactivating an application until a qualifying score or an approved waiver arrives, but international applicants with below-minimum scores may apply as Bridge Master's students. See test scores.
If your first language is English, your medium of instruction was English or you hold a US degree, you can request a test score waiver with official documentation, such as an institution's confirmation that your bachelor's was taught in English. Approval is at the academic department's discretion, so an English-medium Indian degree can be put forward but is not automatically exempt. See international applicants.

UNH lists IELTS 6.5+, TOEFL 4.5+, PTE 59+ and Duolingo 120+ for undergraduate and graduate students. Undergraduates may request a waiver with an SAT verbal score of 500+ or study at a school where English is the official medium of instruction. See international students.
Graduate programs at the Franklin Pierce School of Law accept only TOEFL (iBT 80, or 4 on the new scale) or IELTS 6.5, taken within three years of applying; no test is needed with signed confirmation of an English-medium undergraduate degree. J.D. applicants from non-English-speaking countries need a TOEFL taken within two years (code 3396).
Student visa and next steps
The US F-1 student visa sets no English test score of its own. What counts is the requirement UNH sets for admission, which leads to your Form I-20. For the wider picture of studying in the US with each test, see IELTS for the USA and PTE for the USA.
Requirements change between admission cycles. Check the UNH Graduate School test scores page again before you book a test, and check your own program page, which can set a higher bar.
