Graduate: IELTS 6.0 and a firm no-waiver rule
Every graduate applicant must show academic-level English before approved admission, regardless of citizenship, and UND says the requirement "will not be waived for any reason". You meet it with IELTS 6.0, TOEFL iBT 4.0, Duolingo 110, ELS Intensive Level 112, or a bachelor's or higher from a recognised institution where English is the primary language of instruction in the US, Australia, Canada (except Quebec), England, Ireland, Ghana, Kenya, Nigeria, Scotland, Wales, the Commonwealth Caribbean or New Zealand. India and Pakistan are not on that list, so Indian and Pakistani graduates need a test. See graduate requirements.
Some programs set higher TOEFL scores in the catalogue: Physician Assistant Studies 93, Physical Therapy 89, and Accountancy, Applied Economics, Business Administration and Public Administration 79, with section minimums in several education and science programs. The catalogue gives no IELTS equivalent for these. Graduate teaching assistants need a TOEFL Speaking score of 26 or an overall IELTS band of 6.5.

Undergraduate applicants whose first language is not English need TOEFL iBT 71 for exams taken before 21 January 2026 or 3.5 for exams on or after that date, IELTS 6.0, PTE Academic 50, Duolingo 105, or completion of ELS Intensive Level 112. See international requirements.
Student visa and next steps
The US F-1 student visa sets no English test score of its own. What counts is the requirement UND sets for admission, which leads to your Form I-20. For the wider picture of studying in the US with each test, see IELTS for the USA and PTE for the USA.
Requirements change between admission cycles. Check the UND graduate requirements page again before you book a test, and check your own program page, which can set a higher bar.
