From Passau's English admission requirements page. Your programme's own page says whether it needs B2 or C1.

Test rules and how to send your score
The table lists "Pearson PTE Academic (also PTE home edition)". Certificates must be no more than two years old at the time of application and uploaded by the application deadline to the Campus Portal or uni-assist, depending on the programme. Duolingo and DAAD language certificates are not accepted. The page gives no Pearson code and does not mention PTE Core.
On the same table, IELTS 6.0 to 6.5 counts as B2 and 7 or above as C1, and TOEFL iBT 72 to 94 counts as B2.

If you fall short
Passau accepts a first degree taught entirely in English, language courses at its own Language Centre (FFA advanced level for B2, main level 1 for C1), a German Abitur or Austrian Matura stating B2, and, case by case, a study-abroad semester in English. Other certificates can be assessed by the Student Registration Office.
Requirements vary by programme and change between admissions cycles. The score that binds you is the one on your Passau programme page and in your offer letter, so check it there before you book a test.
