Graduate: IELTS 6.5, and the English-medium degree option
Graduate programs may require higher scores than these minimums, so check your degree program. WSU also lists TOEFL Essentials 8, Cambridge 176, MET 52 and iTEP 4.5. Graduate conditional admission is not stated by the Graduate School; WSU International offers an International Master's pathway that leads into a WSU degree program.
You need no test with a US bachelor's or graduate degree (Option A), citizenship or a degree from listed countries such as Australia, Canada, Ghana, Ireland, Kenya, Nigeria, Singapore, South Africa or the UK (Option B), or a bachelor's or higher from a university outside the US where the language of instruction was English, shown by an official letter or transcript (Option C). India is not on the Option B list, but Option C names no countries. See international requirements.

Traditional undergraduate admission needs IELTS 6.5, TOEFL iBT 4, Duolingo 105 or PTE 58, among other tests; lower scores lead to the Undergraduate Foundation program. Waiver Option F covers students schooled outside the US where English was the language of instruction, with an official school letter, and Option E covers citizens of listed countries, which do not include India. See undergraduate requirements.
Student visa and next steps
The US F-1 student visa sets no English test score of its own. What counts is the requirement Washington State University sets for admission, which leads to your Form I-20. For the wider picture of studying in the US with each test, see IELTS for the USA and PTE for the USA.
Requirements change between admission cycles. Check the WSU Graduate School international requirements page again before you book a test, and check your own program page, which can set a higher bar.
