Binghamton accepts TOEFL iBT (Home and Paper Editions included, MyBest accepted), TOEFL Essentials (9), IELTS (Online and One Skill Retake accepted), PTE Academic (Online accepted) and Duolingo. Scores go to the Office of Graduate Admissions, not the department, and some departments require higher minimums, so check your program page.
Waivers cover citizens of, degree holders from, or two years of full-time study in listed countries such as the UK, Ireland, Australia, New Zealand, Ghana, Kenya, Nigeria and some Canadian provinces. India is not on the list. Applicants expecting a waiver can be admitted provisionally, but provisional admits cannot receive an I-20. See international requirements.

Every international first-year applicant who is not a native English speaker must submit at least one test, even from an English-medium school; four years at an English-medium school lets you request a waiver by email.
