Band descriptors, scoring and score conversions

What IELTS band is B1, B2, C1 or C2?

ielts.org maps IELTS to the CEFR like this: overall bands 4.0–5.0 are B1, 5.5–6.5 are B2, 7.0–8.0 are C1 and 8.5–9.0 are C2. Its chart gives no IELTS band for A1 or A2. The mapping uses overall bands and is not an exact equivalence. For UK visas, UKVI sets its own IELTS for UKVI minimum for each level.

How ielts.org says to use the mapping

The bands are overall bands, not the separate Listening, Reading, Writing and Speaking bands. ielts.org says IELTS is not a level-based test and uses a 9-band scale, so there is no one-to-one match with CEFR levels, and the chart should not be read as a claim of exact equivalence (ielts.org).

Its practical advice: an institution that needs high confidence an applicant is at C1 may want to ask for 7 rather than 6.5. Institutions already happy with their IELTS requirements do not need to change them, because the test and what each band represents have not changed.

What each CEFR level means

Summarised from the Council of Europe's global scale, which groups the six levels into basic, independent and proficient users.

LevelIn short, the learner can
C2Understand almost everything heard or read, summarise from several sources, and express fine shades of meaning fluently
C1Understand long, demanding texts and implied meaning, and use the language flexibly for social, academic and work purposes
B2Understand the main ideas of complex texts, talk with native speakers without strain, and argue a viewpoint in clear, detailed text
B1Understand the main points of clear standard language on familiar matters, handle most travel situations, and write simple connected text
A2Understand frequently used expressions on everyday matters and handle simple, routine exchanges
A1Use familiar everyday expressions and very basic phrases, and interact simply if the other person speaks slowly

UK visas: CEFR levels and IELTS scores

UK visas state English requirements as CEFR levels, and UKVI's list of approved tests sets the minimum for each. These are pass marks per level, required in every skill, not a conversion.

Family visa as a partner or parent: at least A1 for the first application, A2 in speaking and listening to extend after 2.5 years if you passed A1, and a B1 or higher pass can be reused for settlement after 5 years (gov.uk). Life Skills tests only speaking and listening; see IELTS Life Skills and IELTS for UKVI vs IELTS Academic.
