What ENGL 099 means
ENGL 099 is a conditional English course. While you take it you may only take a set list of other courses, including ACCT 101, CSCI 100 and 130, several MATH and STAT courses, BIOL, CHEM and PHYS courses, and introductory language courses. You cannot enter regular studies until you pass ENGL 099, and from January 2027 students in ENGL 099 must also take EDUC 101 in the same semester.
CAEL 70 and BC English 12 at 67% are the other ENGL 101 routes. Without any of these you may sit the Coquitlam College English Proficiency Test, and the college says one or more preparatory semesters of English Studies may be needed.

Transferring on to a university
Coquitlam College describes its first- and second-year courses as transferable, through the BC Transfer Guide, into the second or third year of a bachelor's degree at universities such as UBC, SFU, UVic and UNBC. Those universities run their own admission checks when you transfer.
Coquitlam College's scores decide admission only. Immigration is a separate set of tests: for the study permit see IELTS for a Canada study permit, and for whether a Post-Graduation Work Permit applies after your program and which test and level it needs, see IELTS for the Canada PGWP. The college also has a regulated international student immigration advisor (RISIA) on campus for permit and PGWP questions.
Minimum vs competitive score
Where Coquitlam College publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
If you are close to the line, aim for a margin above it: one weak skill can miss the requirement even when the overall band clears it. Not sure where you stand? Take a free IELTS mock test and get a band for each skill.
