Graduate: IELTS 6.5, and no PTE
The Graduate School asks for TOEFL iBT 80, IELTS 6.5 or Duolingo 120, and states it is not accepting Pearson's PTE. MOST departments set higher scores, especially for students offered an assistantship, and MSU can ask for more proof even if you meet the minimum. Certificates from accredited ESL programs may be reviewed case by case. Unofficial scores work for review, but registration is blocked until official scores arrive. See the Graduate School policy. The international graduate page lists the iBT minimum as 4.2 without naming the scale, and TOEFL code 4488. See graduate English proficiency.
You need no test with a high school, bachelor's, master's or doctorate from the US or a listed country, including Australia, Canada (except Quebec), Ghana, Ireland, New Zealand and the UK. If your country is not listed, the test is not waived, so Indian and Pakistani applicants need a score. MSU does accept a three-year bachelor's for review, though you may have to take some undergraduate courses at the start. The application fee is $70.

Undergraduates can use TOEFL iBT 4 as the page lists it, IELTS 6.0 (Academic only), Cambridge English 169, iTEP 3.7, PTE Academic 51, Duolingo 110, SAT Evidence-Based Reading and Writing 440, ACT English 20 or EIKEN Pre-1, or complete a listed intensive English program. Conditional admission is offered at the undergraduate level to any student who has not taken a test or does not meet the minimum, which the FAQ gives as 71 TOEFL iBT or 6.0 IELTS. There is generally no conditional admission for graduate students unless they are government sponsored. See the FAQ.
