University of Regina English test minimums
Undergraduate scores are from the U of R's English language proficiency requirements page; graduate scores are from the Faculty of Graduate Studies and Research eligibility requirements and its accepted tests table. Undergraduate TOEFL is 4.5 with 4 in each section from 21 January 2026, or 83 with 20 in each before; the graduate minimum is TOEFL 4 in each band.
Undergraduates outside Education and Nursing can also use CAEL 60 or Cambridge C1 Advanced or C2 Proficiency 180 with 169 in every part. Graduate alternatives are CAEL 70 and MET 54. Some graduate programs ask more: the Johnson Shoyama Graduate School of Public Policy wants PTE 63 with 59 in each, and the MA in English IELTS 7.5 in each band with PTE 68.

One Skill Retake window and validity
The undergraduate page says IELTS One Skill Retakes will be accepted from October 2025 to July 2026, for general programs, Education and Nursing alike. That window has passed as written, so confirm with U of R admissions before booking a single-skill retake. The graduate pages do not mention One Skill Retake.
At both levels, test scores are valid for two years from the test date. Undergraduate results must come directly from the testing agency before the document deadline; institutional TOEFL, TOEFL Essentials and paper-based TOEFL are refused, while the Home Edition and PTE Academic Online are accepted. A minimum graduate score may make you ineligible for a teaching assistantship.

Undergraduates can qualify through English-medium secondary school with grade 12 English Language Arts, at least 24 credit hours of post-secondary study taught in English, or the U of R's EAP 100 and 101. The ELP list by country marks India as not exempt by country but names Indian institutions that may be used, such as Anna University, BITS, Thapar Institute, the Indian Institute of Science and the University of Hyderabad.
Graduate applicants are exempt after post-secondary study at a Canadian institution, at a university listed with English as its only language on the World Higher Education Database, or at a university on the U of R's ELP list by country. Graduate applicants can also complete EAP 100/101, though it does not meet the requirement for some programs.
Study permit and PGWP: separate rules
The University of Regina's scores decide admission only. IRCC sets no minimum English score for a study permit; any language condition is written into your letter of acceptance (see IELTS for a Canada study permit). The Post-Graduation Work Permit is a separate test again. IRCC's PGWP eligibility page asks for CLB 7 in all four skills if you graduate with a bachelor's, master's or doctoral degree, and CLB 7 too if you graduate from "any other university program", which must also be in an eligible field of study if you applied for your study permit on or after 1 November 2024. The lower CLB 5 applies only to college, polytechnic and other non-university programs. On IELTS General Training, CLB 7 is 6.0 in each skill (IRCC score table). The PGWP takes IELTS General Training, CELPIP-General or PTE Core, not IELTS Academic (see IELTS for the PGWP).
