UWinnipeg English test minimums
Scores are from UWinnipeg's English language requirements page, which applies them to undergraduate programs and to most graduate programs. The MA in Criminal Justice, the MA in Cultural Studies and the Master's in Marriage and Family Therapy publish their own rules; the MA in Cultural Studies asks IELTS 7.5, TOEFL iBT 100 with 22 in Writing and Speaking, or Duolingo 125, taken within a year of a completed application.
Other options are LanguageCert Academic 67, Cambridge C1 Advanced or C2 Proficiency 180, CAEL or CAEL-CE 60 or CAEL Online 70, and UWinnipeg's English Language Program Academic Level 5. TOEFL MyBest Scores may be considered. A position on IELTS One Skill Retake is not stated by UWinnipeg.

Waivers and English Exempt Countries
You can ask Admissions for a waiver with ten consecutive years of residency in Canada, three years of full-time English education in Canada, Grade 12 English at 70% from a Manitoba, Canadian or Canadian-curriculum high school, IB Higher Level English at 4 or AP English at 3. Three years of full-time English education also counts in an English Exempt Country.
UWinnipeg's English Exempt Country list does not include India, Pakistan, Bangladesh, Nepal or Sri Lanka, and the university can still ask for a standardised test. English language tests older than two years are not considered at either level, and students are not admitted until the requirement is met.

UWinnipeg's scores decide admission only. IRCC sets no minimum English score for a study permit; any language condition is written into your letter of acceptance (see IELTS for a Canada study permit). The Post-Graduation Work Permit is a separate test again. IRCC's PGWP eligibility page asks for CLB 7 in all four skills if you graduate with a bachelor's, master's or doctoral degree, and CLB 7 too if you graduate from "any other university program", which must also be in an eligible field of study if you applied for your study permit on or after 1 November 2024. The lower CLB 5 applies only to college, polytechnic and other non-university programs. On IELTS General Training, CLB 7 is 6.0 in each skill (IRCC score table). The PGWP takes IELTS General Training, CELPIP-General or PTE Core, not IELTS Academic (see IELTS for the PGWP).
