Graduate: IELTS 6.5, and the exempt-country list
Scores must come directly from ETS, IELTS or Duolingo; unofficial scores can be used for the admission decision, but official scores must arrive before your second term. The TOEFL paper-based (ITP) test is accepted only for UTSA's Academic English Program and International Pathway applicants. Students can also apply through Shorelight Education, which UTSA says is open regardless of English level, though not every program takes part.
The requirement may be waived for students from countries where English is the official language, or for degree holders from the US or such countries. The listed countries include Australia, Canada (except Quebec), Ghana, Ireland, Kenya, New Zealand, Nigeria, Singapore, South Africa and the UK. India is not on the list. See the graduate policy.

First-year and transfer applicants submit TOEFL 79 (4.0 from 21 January 2026), IELTS 6.5, Duolingo 95, PTE Academic 58, iTEP Academic 3.8 or Cambridge C1 Advanced. The test is waived with SAT reading and writing 500, ACT English 21, English Composition I with a B- or better, or a high school diploma or degree from the US or a listed English-speaking country. India is not on that list. See the undergraduate policy.
Student visa and next steps
The US F-1 student visa sets no English test score of its own. What counts is the requirement UT San Antonio sets for admission, which leads to your Form I-20. For the wider picture of studying in the US with each test, see IELTS for the USA and PTE for the USA.
Requirements change between admission cycles. Check the UTSA international graduate admission page again before you book a test, and check your own program page, which can set a higher bar.
