Where you can take IELTS from Ukraine
The British Council says it has temporarily suspended IELTS at its exam centres in Ukraine for the safety of customers, partners and staff, and will restart when it is safe. For now it offers IELTS Online (IELTS Academic only), taken at home or in any private space with a reliable internet connection. ielts.org lists no IELTS test centre in Ukraine, only IELTS Online.
The nearest IELTS centres are across the border: Poland has nine (PLN 1,020 at the British Council, from Warsaw and Kraków to Lublin and Wrocław), Romania nine venues (RON 1,225 or €235, including Iași), and Moldova two, in Chișinău (European Examinations Centre). IELTS Online covers IELTS Academic only, so for General Training or IELTS for UKVI you need a centre abroad.

Australia's Proficient English (IELTS 7.0 each) adds 10 points and Superior (8.0 each) adds 20, achieved within three years of the visa application. Canada accepts only IELTS General Training for Express Entry, and the result must be under two years old. UK universities usually ask 6.0 to 6.5 for undergraduate and 6.5 to 7.0 for postgraduate study. The United States sets no IELTS or PTE score for the student visa: each university sets its own, and some do not accept PTE at all.

Kyiv School of Economics teaches several master's programmes in English but says it does not require an English certificate; it recommends B2 because much of the reading is in English.
Toronto does not accept IELTS One Skill Retake and wants every score from a single test date; it accepts IELTS Online. UNSW accepts One Skill Retake but not IELTS Online. Bristol accepts One Skill Retake and counts tests taken no more than two years before the course starts. Note how the PTE bar moves: Bristol asks 67 for the same profile that is IELTS 6.5.
