University English requirements

Do you need IELTS for Vanier College?

No. Vanier College, an English-language CEGEP in Montreal, stopped requiring an English proficiency test from international applicants as of Winter 2025. The same change means international applicants with no status in Canada, applying from abroad, are no longer eligible for admission. Applicants already in Canada still need a French test at B2.

First: who Vanier can admit

Vanier's international applicants page says that as of Winter 2025, "international applicants with no status in Canada (applying from abroad) are no longer eligible for admission". Vanier considers applicants who completed part of high school in Quebec (Secondary 4 and 5), and international students with valid status in Canada apply through SRAM as regular applicants. If you are in India, Pakistan or Nigeria with no Canadian status, Vanier is not currently an option.

English: a placement test, not IELTS

English language proficiency testing is no longer an admission requirement for international applicants to Vanier. Once accepted, every new student takes an English placement test that decides the first-semester English course.

French: B2 to get in, the EUF to graduate

International applicants who did not complete high school in Quebec must show French at B2 on an approved test, valid for two years. Only applicants from France who completed secondary school in French are exempt.

Study permit and PGWP: separate rules

Because of Quebec's language law (Bill 96, or Law 14), every international student must also pass the Épreuve uniforme de langue française (EUF) at the end of their studies to receive the diploma. Vanier advises allowing four to six months to obtain the CAQ and study permit, estimates living costs at about $15,000 a year plus $500 to $1,000 for books, and notes that international students cannot get Quebec student loans or bursaries.

Vanier's scores decide admission only. IRCC sets no minimum English score for a study permit; any language condition is written into your letter of acceptance (see IELTS for a Canada study permit). The Post-Graduation Work Permit is a separate test again. IRCC's PGWP eligibility page asks for CLB 7 in all four skills if you graduate with a bachelor's, master's or doctoral degree or from any other university program, and CLB 5 for any other college, polytechnic or non-university program. On IELTS General Training, CLB 7 is 6.0 in every skill and CLB 5 is Reading 4.0 and Writing, Listening and Speaking 5.0 (IRCC score table). The PGWP takes IELTS General Training, CELPIP-General or PTE Core, not IELTS Academic, and college programs also face a field-of-study rule if you applied for your study permit on or after 1 November 2024 (see IELTS for the PGWP). In Quebec there is one more step first: after you accept your offer you need a Certificat d'acceptation du Québec (CAQ) from the Quebec immigration ministry, and only then can you apply for the federal study permit.

Minimum vs competitive score

Where Vanier College publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.

Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.

If you are close to the line, aim for a margin above it: one weak skill can miss the requirement even when the overall band clears it. Not sure where you stand? Take a free IELTS mock test and get a band for each skill.
